RISE Infrastructure Mission: Building Uganda’s High-Tech Backbone
Uganda’s ambition to achieve ten-fold economic growth is fundamentally constrained by infrastructure gaps that are systemic rather than project-specific. While significant investments have been made across energy, transport, water, and digital infrastructure, delivery has often remained fragmented, asset-focused, and insufficiently integrated with technology, industrial demand, and financing innovation.
Uganda is now building the backbone of its high-tech future, designing and deploying infrastructure networks that will power industrialization, connect communities, and unlock the nation’s high-tech potential. This Mission focuses on local, national, and regional infrastructure systems, ensuring that development is integrated, scalable, and aligned with Uganda’s broader 10-fold growth strategy.
Mission Overview
The RISE Infrastructure Mission brings together engineers, urban planners, investors, policymakers, regulators, and technology innovators to co-create infrastructure solutions that are commercially viable, technologically advanced, and socially impactful. By connecting stakeholders across the infrastructure value chain, the Mission enables the design and delivery of system-level projects that strengthen national productivity, competitiveness, and resilience.
RISE will help:
- Identify priority infrastructure problems that materially constrain Uganda’s productivity, industrialisation, and competitiveness;
- Define these problems in a manner suitable for posting on the RISE Platform as investment-ready challenges;
- Mobilise early engagement from financiers, regulators, technology providers, and developers to support solution design and de-risking;
- Generate a curated infrastructure pipeline for potential UDB structuring and financing.
Mission Highlights
Integrated Infrastructure Systems
Development of transportation, energy, water, digital, and logistics networks that link urban, peri-urban, and rural areas for seamless connectivity.
Innovation-Driven Deployment
Adoption of smart technologies, IoT-enabled monitoring, modular construction, and resilient designs to optimize infrastructure efficiency and sustainability.
Ecosystem Strengthening
Mobilizing domestic expertise, R&D, and innovation networks to ensure local capabilities drive infrastructure execution and maintenance.
Alignment with National Growth Strategy
All initiatives are designed to support Uganda’s 10-fold growth strategy by improving connectivity, enabling industrial clusters, and facilitating high-value economic activity.
Participant Onboarding
Selected participants—including project developers, investors, regulators, technology providers, and research institutions—will be onboarded into the RISE Infrastructure Pipeline, where infrastructure challenges are translated into validated, investment-ready projects. Participants gain access to strategic partnerships, capital alignment, and execution-ready frameworks to ensure infrastructure projects are deployed at scale.

To mobilize stakeholders around a shared agenda of high-value, technology-enabled infrastructure development, producing a pipeline of scalable, integrated projects that strengthen national competitiveness, foster industrialization, and enable a future-ready Uganda.

Mechanisms for financiers to participate upstream in shaping, structuring, and co-funding investment-ready projects.
